When I am trying sudo add-apt-repository --yes ppa:persepolis/ppa its showing

The ubuntu-wine ppa doesn't exist for Bionic so you can expect problems if you try to use it.

Call up Software and Updates and click on the "Other Software" tab. Find ubuntu-wine in the list and un-check all places it is found. Then click Close, and enter your password when asked.

You have problems with a Wine repository, apparently the server is down or no longer exists. It is telling you that it can not connect to the IP I follow you follow the direct indications from the Wine website. https://wiki.winehq.org/Ubuntu
