synaptic was giving me errors when trying to update, so I tried running sudo apt update in the command line, but this was the result:

I noticed some people had a similar problem which was solved by disabling IPv6, but this was after I did so (previously, there were errors about IPv6 addresses too). I checked firewall and DNS logs, and the requests for security.ubuntu.com do not appear to be blocked by anything.
