How to install Droidcam client for Ubuntu 16.04 LTS?

Droidcam isn't available for Ubuntu 16.04 and probably never will be because it hasn't been updated since almost 2 years ago.

Up to Ubuntu 15.04 you could have used this instructions.

Since Droidcam isn't currently available for 16.04 and has a number of unresolved issues, Smartcam is an alternative that you might find useful: If you must have Droidcam you could consider running 12.04 or 14.04 instead but it seems it's not compatible with the current Android version so I'd give it a pass.
