I am new to Linux and am not a supergeek. You cannot drag things on to the desktop with Ubuntu 16.04.1 like you can in Windows 7. I would like to create a shortcut to this. How can I do that?

Both Chrome and Firefox will let you drag links to the desktop, where a .desktop file is created. For this page it looks like:

The icon looks different. But you can drag and drop web pages and links from Firefox and Chrome just as in Windows.
The Windows link reads the fav.ico icon from the link and displays that icons as the link. Ubuntu shows a generic icon that looks like a folded page. It'll have the name of title of the linked page as part of the icon name.
If you right click on the created icon you and click to open it in Gedit you'll see details of the page. In this case the link in your question has these details:

It's more details and a different type of details than what you see in the Windows link, but it works.
If you douple click on the icon that is created it will take you directly to the page, the same as with Windows.
The answer linked in the question shows methods of creating a *.desktop laucher which can have any number of customized apparence for the actual icon. But the functionality is basicall the same.
