How do I set Windows to boot as the default in the boot loader?

I want to change Windows 7 to my default OS because it has all the programs I want, but I can't get GRUB to change to default OS. I tried startupmanager and looked through all the configuration files I could find, and I consistently see Windows 7 listed as the default, but when I boot, it automatically starts Ubuntu because it is at the top and it is the highlighted OS. I was able to change the start up time to 20 seconds. Help?
