Why do I need to specify ":80" when using "apt-key adv"?

How come apt-key adv --recv-keys --keyserver keyserver.ubuntu.com 0xcbcb082a1bb943db would fail but apt-key adv --recv-keys --keyserver hkp://keyserver.ubuntu.com:80 0xcbcb082a1bb943db would not? How do I check what is being blocked?

Dialog box prompting to enter the password on startup

I'm using Ubuntu 10.10. Following an update, when I restart my system (automatic login is my preference), a dialog box appears with the text: "Enter your password to unlock your login keyring" What's wrong? Can anyone explain why this appears?
